1.License and Restrictions on Use. The Licensor hereby grants you a nontransferable, nonexclusive license to use the internet Site, connections, computer programs and related documentation (collectively, the "Site"), for a current version of the Federal Guide on the internet and for monthly versions available to you in the future, subject to the terms and conditions contained in this Agreement. This Agreement is not a sale of the Site or its contents. The Licensor or its suppliers retain title and ownership of the Site, media (the “Media”) and information.

For Users Who Enter the Site ‑You may use as many, and only as many passwords as you have purchased or to which you have been assigned to log on to the Site as expressly provided for under a separate subscription agreement. You may not electronically transfer the text or information from one computer to another over a network. You may not use (or cause to be used) the Site or Media for rental, as part of a service bureau, or for any similar purpose. You may not modify, network (or otherwise use it on more than one computer terminal at the same time) for single‑user versions, loan, distribute, or create derivative works based upon the Site or Media in whole or in part. Sublicensing of the Site is prohibited.

2. Limitation on copying. You may make one (1) archival copy of the Site on magnetic of optical media for archival or backup purposes only. You must reproduce on such copy the Licensor's copyright notice and any other proprietary legends that were on the original copy of the Site.

3. Confidentiality. The Site contains copyrighted material, trade secrets, and other confidential and proprietary information of the Licensor and its suppliers. You may not decompile, reverse engineer, disassemble, or otherwise reduce the Site to human‑perceivable form. You must take adequate steps to protect the Site from unauthorized disclosure or use.

4. No Transfer. You may not sell, license, or otherwise transfer your rights under this Agreement without the prior written consent of the Licensor. You agree and certify that neither the Site nor any other technical data received from the Licensor, nor the direct product thereof, will be exported outside the United States except as authorized in advance by the Licensor, in writing, and as permitted by the laws and regulations of the United States.

5. Termination. This license is effective until terminated. You may terminate this license at any time by calling the Licensor. This License will terminate immediately without notice from the Licensor if you fail to comply with any provision of this License.

6. New Releases and Updates. You understand and agree that Licensor is not liable for any direct support, maintenance, or the provision of new releases, enhancements, or updates of the Site except as expressly provided for under a separate subscription agreement.

7. U.S. Government Restricted Rights. If this Site is acquired by or on behalf of the United States Government, this provision applies. The computer program(s) licensed under this Agreement is a commercial computer site and is licensed with restricted rights. The documentation licensed under this Agreement is licensed with "limited rights." Utilization of the Site is subject to the restrictions specified in the "Rights in Technical Data and Computer Site" clause at DOD FAR Supp. 52.227‑7013, or the equivalent clause for nondefense agencies. The manufacturers are Modern Graphics, Inc., 5 Federal Street, Weymouth, Massachusetts, 02188, Fast Search & Transfer, 117 Kendrick Street, Suite 100, Needham, MA 02494, Adobe Systems Incorporated, 1585 Charleston Road, P.O. Box 7900, Mountain View, CA 94039‑7900 and InfoSolutions, Inc., 2734 Chancellor Drive, Suite 207, Crestview Hills, KY 41017.

8. DISCLAIMER OF WARRANTY. YOU EXPRESSLY ACKNOWLEDGE AND AGREE THAT USE OF THE SITE IS AT YOUR SOLE RISK THE SITE IS PROVIDED AS IS AND WITHOUT WARRANTY OF ANY KIND, AND THE LICENSOR EXPRESSLY DISCLAIMS ALL WARRANTIES, EXPRESS OR IMPLIED, INCLUDING, BUT NOT LIMITED TO, THE IMPLIED WARRANTIES OF MERCHANTABILITY AND FITNESS FOR A PARTICULAR PURPOSE. THE LICENSOR DOES NOT WARRANT THAT THE FUNCTIONS CONTAINED IN THE SITE WILL MEET YOUR REQUIREMENTS, OR THAT THE OPERATION OF THE SITE WILL BE UNINTERRUPTED OR ERROR FREE, OR THAT DEFECTS IN THE SITE WILL BE CORRECTED. FURTHERMORE, THE LICENSOR DOES NOT WARRANT OR MAKE ANY REPRESENTATION REGARDING THE USE OR RESULTS OF THE USE OF THE SITE OR RELATED DOCUMENTATION IN TERMS OF THEIR CORRECTNESS, ACCURACY, RELIABILITY, OR OTHERWISE. NO ORAL OR WRITTEN INFORMATION OR ADVICE GIVEN BY THE LICENSOR OR AN AUTHORIZED REPRESENTATIVE OF THE LICENSOR SHALL CREATE A WARRANTY OR IN ANY WAY INCREASE THE SCOPE OF THIS WARRANTY. SHOULD THE SITE PROVE DEFECTIVE, YOU (AND NOT THE LICENSOR OR AN AUTHORIZED REPRESENTATIVE OF THE LICENSOR) ASSUME THE ENTIRE COST OF ALL NECESSARY SERVICING, REPAIR OR CORRECTION. SOME STATES DO NOT ALLOW THE EXCLUSION OF IMPLIED WARRANTIES, SO THE ABOVE EXCLUSION MAY NOT APPLY TO YOU.

9. LIMITATION OF LIABILITY. THE LICENSOR'S OBLIGATION TO REPLACE ANY DEFECTIVE MEDIA SHALL BE YOUR SOLE AND EXCLUSIVE REMEDY FOR ANY AND ALL CLAIMS AGAINST LICENSOR ARISING OUT OF OR IN CONNECTION WITH THE SITE, WHETHER MADE OR SUFFERED BY YOU OR ANY OTHER PERSON, AND WHETHER BASED IN CONTRACT OR TORT. UNDER NO CIRCUMSTANCES, WHETHER IN CONTRACT OR TORT, SHALL THE LICENSOR BE LIABLE FOR INDIRECT, CONSEQUENTIAL, SPECIAL OR EXEMPLARY DAMAGES, SUCH AS BUT NOT LIMITED TO LOSS OF REVENUE OR ANTICIPATED PROFITS, BUSINESS INTERRUPTION, LOSS OF BUSINESS INFORMATION, LOST BUSINESS OR OTHER ECONOMIC LOSS ARISING OUT OF OR IN CONNECTION WITH THIS AGREEMENT EVEN IF LICENSOR HAS BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES. IN ANY EVENT, ANY LIABILITY OF THE LICENSOR OUT OF OR IN CONNECTION WITH THIS AGREEMENT OR YOUR USE OF THE SITE SHALL NOT EXCEED THE AMOUNT YOU PAID, IF ANY, TO LICENSE THE SITE.

10. Governing Law. The validity and interpretation of this Agreement will be governed by the laws of the District of Columbia.

11. Severability. If any provision of this law is held to be invalid, partially valid or unenforceable, it will be construed to have the broadest interpretation which would make it valid and enforceable. The partial or incomplete validity of any one or more clauses of this Agreement shall not affect the validity and continuing force and effect of any other clause.

12. ENTIRE AGREEMENT. THIS LICENSE AGREEMENT CONSTITUTES THE ENTIRE AGREEMENT AND UNDERSTANDING BETWEEN YOU AND THE LICENSOR AND SUPERSEDES ANY PROPOSAL OR PRIOR AGREEMENT, ORAL OR WRITTEN, AND ANY OTHER COMMUNICATIONS BETWEEN YOU AND THE LICENSOR RELATING TO THE SUBJECT MATTER OF THIS AGREEMENT.

13. General. You acknowledge that you have read this Agreement, understand it, and agree to be bound by its terms and conditions. This privacy policy only applies to the Site. Sites that are linked to or from this Site may have different privacy policies. The Licensor is not responsible for the privacy policies, or lack thereof, of Sites accessed through links from our Site. Please review the privacy notices on those Sites for details.

Collection of Information. The Licensor does not collect personally identifiable information without your knowledge. Personally identifiable information at our Site is collected by prompt only, and may include your email address, name, mailing address, telephone number, or other information to complete registrations, activate or renew subscriptions, facilitate requests for information or other purposes.

The Licensor does collect anonymous browser information from visitors to the Site. This information is not personally identifiable and is not linked to any individual person.
